Staffing for 2016-17

Each year the District publishes information regarding deadlines and procedures for personnel options available to staff for the following school year.  Since many of these items are directly related to contractual provisions, you are urged to review your collective bargaining agreement.

Leave of Absence
Leave of absence requests for all or part of the 2016-17 school year must be submitted by March 2, 2016.  Forms are available from the Human Resources Department and must be signed by the employee’s supervisor before submitting to the Human Resources Department. The Superintendent will review all requests for leave.  Leave requests received after March 2, 2016 may not be approved.  This deadline does not apply to a leave requested under the Family and Medical Leave Act, which is requested on a separate form.

Note:  Staff on leave for the full year are not guaranteed to return to their same position at the conclusion of their leave.

Staff currently on leave must notify the Human Resources Department no later than March 2, 2016 of their intent to return for the 2016-17 school year.  Failure to provide such notification may be considered notice of resignation.

Resignation/Retirement
While no dates are established for notifying the District of retirements or resignations, staff considering retirement and/or resignation are urged to communicate their intent as soon as possible to their immediate supervisor and send a letter to the Superintendent stating their last workday.  Staff planning to retire must also resign from regular district employment.  Under ORS 342.553 licensed staff are required to provide 60 days written notice prior to resignation to avoid jeopardizing their license.

Posting of Open Positions
Positions left vacant by resignation or retirement and not filled by transfer will be posted as soon as possible depending on the budget situation.

Voluntary Transfers – For Future Openings
We urge licensed staff to consider voluntary transfers to open positions or as a way of indicating a preferred change of assignment.  Such requests will be kept on file and will be considered.  Transfer request forms are available online or from the Human Resources Department and must be submitted by February 18, 2016 for requests where there is no posted opening.

Voluntary Transfers – For Posted Openings
Transfer requests for specific posted positions should be submitted soon after the posting date.  Classified staff who have worked in their position a minimum of three months may request a transfer to any open classified position.

Job Shares for Licensed Staff
A “job-share” is a situation in which two current full-time employees apply to share one job.  Salary and benefits are prorated.  In the past, some licensed staff indicated interest in a job-share but were actually requesting a reduction to half-time status.  In such situations, the employee may request half-time status by submitting a letter requesting to be reduced to half-time.  Filling the remainder of the position is at the District’s discretion and does not constitute a “job-share” contract.

Licensed staff requesting to initiate or continue a job-share must submit a completed Job-Share Contract and Conditions application to the Human Resources Department by February 18, 2016.  Forms are available from the Human Resources Department.  If one person is unable to complete the job-share and another job-share partner is not recommended, the employee remaining will be placed as needed by the District.  Generally, that would be into the full-time position left by the termination of the job-share.  Interested licensed staff please read Article 29 in the NEA Collective Bargaining Agreement for more details.  Approval of job-shares and daily/weekly schedules of hours worked by employees in a job-share are subject to approval by the supervisor and Superintendent.

Licensure
All licensed staff are required to submit to the Human Resources Department any new or updated licenses and endorsements.  If there are any involuntary transfers or staffing reductions, such decisions will be made on the basis of licenses recorded with the Human Resources Department as of March 18, 2016.

Thank you for taking the time to read the above information.  Please call Loree Reinhardt (ext. 5039) if you have any questions regarding licensure, or if you need forms or further information.
